JFTR, `bzr bundle` does not take a second argument, only BASE; if errors
if a second argument is given. Output file can be specified with --output.

My point is that the UI experience of users would be the same. With the
above bit solved, the only remaining change would be the semantics of -r.
Which can be seen as an improvement, not as an interface-breaking change,
I think.
