[RFC] Blank lines at the end of files

Well, as Ian commented, jumping to the end of a file lands me on a blank line
underneath the content, rather than at the end of a line.

I actually want to remove whitespace that we can't see, because it shouldn't be
there if it "isn't there in my head".

Whitespace at the end has purpose for me. Whitespace at the end of lines is
actual garbage, we just cannot see it.

So far we are about even with 2 votes for and 2 votes against. I think a few of
those are pretty soft votes, though.
