[RFC] make all-in-one formats upgrade-only

I'm ok with it, though foreign branches work as all-in-one for at least
hg and darcs and other all-in-one systems, so I'd rather we don't change
our contract.

What is it about the bundle test suite that requires a different tree
pointer to branch pointer?
