Sending commit emails from a central location

It has been running on production for some time.  At least three months.

Either subscribe to a branch or edit your subscription to send revision
emails.  When a branch is scanned by launchpad through either pushing
to a hosted branch, or the mirrored branch being pulled, an email will
be sent for each new revision.
