Sending commit emails from a central location

And to be sure their system is properly set up to route email out.
And that the mail address it sends to is externally visible, for that
matter. Not that I think anybody is in doubt about it, but sending
mail from clients is an sometimes-applicable alternative to, not a
general substitute for, sending mail from the server.
