I'm really not clear what you mean. You're saying if there's
human-readable stuff, then the mail client will base-64 it?
That's not completely true. If you view source on my merge directive 2
email, it's just encoded as 7-bit ascii. So there's only one base64
encoding-- the wrapper around the bundle.
