[MERGE] performance drive - contributions needed

This is a two-factor mail.

Firstly I've written a little howto about contributing to the
performance drive specifically. Thats attached, as well as linking in
the commit documentation to the performance roadmap and correct it to
generate a local TOC rather than a global one.

Secondly, as the documentation says we still need a number of the
targeted commands written up like add, commit, etc are.

This is important to do as soon as possible because only the folk that
attended London can do this.
