[MERGE] An SMTPConnection class for bzrlib

Hello.

This is my proposed SMTPConnection class for inclusion in bzrlib. It is
based on that in bzr-email, but it's reduced to only sending email, not
to creating it. IMHO this is cleaner.

The immediate benefit is the availability of smtp_username and
smtp_password to all code sending email (at the moment only
merge-directive).

Please let me know what you think.
