[BUG?] Repository.get_revisions bypasses weave consistency check?

Andrew and I just noticed that Repository.get_revisions appears to
bypass the weave consistency check for parent data - if this isn't
deliberate I'll put a patch up ASAP to fix this [fairly serious]
problem.
