[MERGE] Make merge directives more robust against broken bundles

Hi all,

This fixes a bug where a merge directives containing whitespace-munged
bundles would fail to instantiate properly.

In fact, merge directives are more robust against whitespace munging
than bundles are.  This patch lets merge directives still be useful even
when their bundle is broken.
