This was fixed in bzrtools 0.15.1. I recommend upgrading your bzrtools
to 0.15.4 or upgrading both Bazaar and bzrtools to the 0.16 release series.
I do try to make bzrtools releases behave nicely, but the Bazaar 0.15.0
release process involved last-minute changes to the API, so that
bzrtools 0.15.0 wound up incompatible with Bazaar 0.15.0
