Weekly 0.17 release status - feature freeze period begins

I believe the key things that are going into 0.17 are now merged.

FWIW, I'll be pretty conservative in coming days leading up to the RC
about what I'll let in from here, possibly more so than Martin and other
Release Managers have been? As a general rule, I'll accept:

1. patches that address confirmed Critical or High bugs
2. patches that fix regressions
3. patches that improve test coverage
4. patches that fix/improve documentation

If the core team feel I'm being too conservative, please speak up and
I'll happily reconsider. I'm not trying to prevent progress but I do
need to err on the side of caution at this point of the cycle.

And 0.18 is days around the corner from opening ...
