I think it is reasonable to try to do it. But I don't think it is something we
can declare as the required way to do it.

Specifically because the default for Reply All is usually to To: the person who
wrote the message, and CC the list. And I write enough emails to this list that
I don't think it is reasonable to have all of us change the To/CC *every* time.

I think ultimately it is just a limitation of gmail. There are some other
headers you might try to use:

List-Id: bazaar discussion <bazaar.lists.canonical.com>
List-Unsubscribe: <https://lists.ubuntu.com/mailman/listinfo/bazaar>,
	<mailto:bazaar-request at lists.canonical.com?subject=unsubscribe>
List-Archive: <https://lists.ubuntu.com/archives/bazaar>
List-Post: <mailto:bazaar at lists.canonical.com>
List-Help: <mailto:bazaar-request at lists.canonical.com?subject=help>
List-Subscribe: <https://lists.ubuntu.com/mailman/listinfo/bazaar>,
	<mailto:bazaar-request at lists.canonical.com?subject=subscribe>

That probably won't work if someone directly sends To/CC: you, but it would
probably be a good start.

(I personally filter if bazaar at lists.canonical.com or bazaar at lists.ubuntu.com
is in the To or CC, and I've never had any false positives, though people tell
me that isn't the "correct" way. I'm also not using gmail (cyrus sieve), so I
don't know what it allows.)
