I'm happy enough with this. Though it might be nice to have a whitebox 
test that tree.update() still works if you do and don't pass in a 
change_reporter.

However, as I understand it our Tree.update() test coverage is lacking a 
little bit. So I'm not going to make you fill that gap. I think this 
falls under the "it is an incremental improvement that doesn't decrease 
overall test coverage".

Oh, and I think this is worthy of putting a NEWS entry both for fixing 
the bug and letting people know that update will now print the 
file-level changes.
