Hi all,

Here are some documentation tweaks for the bzr-email plugin.
- - I mentioned the public_branch option, because I think this is more
generally useful than post_commit_url.
- - I added a pointer to the Bazaar configuration docs.
- - I tried to make the language a little clearer.
