[MERGE] Bugfix: WT4.get_file_sha1 raises exception on missing files #118186

Hi all,

bzr.dev revno 22499 introduced a regression in
WorkingTree4.get_file_sha1: it now raises an OSError when invoked on
missing files.  The expected behavior is to return None.

This patch restores the correct behavior.
