bzr rm on added file/dir works not very good

$ bzr init a
$ cd a
$ bzr mkdir b
$ bzr rm b
bzr: ERROR: Can't remove changed or unknown files:
added:
  b/
Use --keep to not delete them, or --force to delete them regardless.


I can't say how is the best to do in this situation,
but at least I think message should be improved.
Newly added files is not changed or unknown.
At least this situation should not be classified as error, IMO.
