bzr-svn plugin problems

FYI, this exact same error occurs if the Subversion module isn't  
available.

Thought: an ImportError on a plugin load might be distinguished from  
other errors, to help inform the user about missing dependencies.   
(e.g. the SyntaxError produced if the plugin is named 'bzr-svn').   
Maybe it's easiest to emit the exception message without a traceback  
here?
