Bazaar cannot commit and complains about missing file id

Just to let you know I left out something that may be important. I tried 
renaming the directory itself first but bzr did not allow this and gave 
this message:

bzr: ERROR: Could not move to util: tests/src/radical/tests/util is not 
versioned

That is why I then added the util dir with the --no-recurse option and 
then told bzr that each file was moved there separately.
