question about inventory.kndx in bzr.dev

I'm experimenting with some random ideas and try to check is it safe to hash our revision ids
with different algorithms and use inventory.kndx from my local bzr.dev mirror. I eventually
found that my kndx has duplicates. What this duplicates means? I was thinking that each
entry should be present only once in kndx. Is my kndx broken or this is normal case?
