[RFC] Branch6 (dirstate-tags) as default

I didn't go for that for a couple reasons.

1) dirstate-tags gains us tag support, which works reasonably well, as
   well as a few minor cleanups in config storage.  The nested tree
   stuff -with-subtree gains is rather rawer.

2) If you need to, you can get a pre-0.15 compatible branch out of a
   branch6; you can't (at least, not without rather more heroic
   measures than just 'pull') from knit3.
