Before I will describe implementation details
I want to be sure that proposed plan is acceptable
in details, because it heavily affects on some parts
of bzrlib.

I used my work on bzr-config utility as background
for this draft.

Please speak on. If we really want to implement i18n
for bzr we need to set-up POT-template in Rosetta
first and as soon as possible (even without full
support for gettext in our codebase) to give our
translators more time to work.
