File-ids including full path

We could do per-bzr-native-tree tests, or just a couple of explicit
ones.

I agree that shorter ids are nicer in this context but... I'd actually
like to see lazy ids - where we generate the id from:
tree relpath + commit id
during the commit of a new file.

But thats a different topic ;).
