Deprecation policy

I'm wondering what happens to code that has been deprecated for the 6
months specified in HACKING.  Is it ok to just remove it?

Going by the 6 month rule, by 0.17 we should be able to remove all
code deprecated up to and including 0.11.  Yet there is still a fair
bit of code lying around that was deprecated since 0.8, i.e. it has
been deprecated for nearly 1 year.

Is there any plan to remove the old code, or is it just waiting for
someone to feel an itch?
