I'd really prefer that we do something like Ubuntu changelogs do for bug
references::

  fix|fixes|close|closes (#?(tracker:)?1234)+

e.g.
  * Frazzle the snogwillie. (Robert Collins, fixes #lp:1234,)

Just #bugnumber is too brief in my opinion. We might want 'implements'
as well. e.g.
  * Stomp on the dancing spaces (Robert Collins, fixes #lp:2134,
implements 'dance-stomping').
