"Active" Milestones

One thing I just ran into with Launchpad is that it has the ability to
mark Milestones as Active/Inactive.

The effect of "Inactive" is that you cannot target a bug to a given
milestone.

The problem I ran into was that we sometimes forget to mark old bugs as
closed, and point them to the milestone they were fixed in. So with all
of the milestones marked "Inactive" but 0.16, I wasn't able to properly
record an old bugfix.

I went ahead and reactivated 0.15rc3 for now, since I needed it.

In general, we probably should leave old milestones open until at least
the release +2 (so 0.15 is open until 0.17 is released), so we can catch
things like this.

It would also be possible to just re-activate milestones as I need them,
but it is a bit of work to go activate one, and then mark a bug, and
then deactivate it again.
