Well, bzr store commit messages in utf-8 internally without any special flag.
And still no one complains that his log is broken.
So I see only one reason for this flag: when commit messages come from text file
(-f option). So yes, this option could be useful.

I don't understand how someone could write chinese messages with ascii terminal.
Please give me example.

Many Linux terminals today used utf-8 (AFAIK). So you don't need to switch anything.
Things worse on win32, but I don't understand eastern languages, so I just
cannot say anything valuable.

I think this needed for successful cvs2svn conversion as "must have" thing.
