selftest problem: No module named launchpad

The launchpad plugin is always shipped with bzr, it should not be
possible to have a source tree without it. Running with --no-plugins
does not run plugin tests, but I felt it was sufficiently clean to load
it on demand.

How has your tree ended up without the plugin being available?
