[MERGE] generate bzr.1 from 'make docs'

On Thu, Apr 19, 2007 at 12:29:22PM +1000 I heard the voice of
Robert Collins, and lo! it spake thus:

This should either include bzr_man.txt for its usage in the docs:
target (and un-duplicated in the clean-docs:), or

> +man1/bzr.1: $(MAN_DEPENDENCIES)

should use MAN_PAGES as the target for consistency?
