It's not just Win98; running bzr from source on _any_ version of Windows
won't work with 'vanilla' python below 2.5, as neither fcntl, pywin32,
nor ctypes are available.
I guess it's not vital though, as people developing bzr can easily
install pywin32 or ctypes (or simply upgrade to python 2.5), and end
users will simply use the installer, which includes the required
packages.
