[MERGE] win32 selftest improvements

This bundle fixes numerous false positives in test suite
caused by usage of os.symlink() function.
Native win32 has no symlink support, so I make such tests
optional, or make usage of symlinks optional.
This bundle also contains one patch from John Meinel for WT4.
This patch required for Python2.4 @ Windows.
(John said he want to re-review it as well).
With this fixes current selftest result on my laptop with Python2.5:
Ran 5980 tests in 902.406s
FAILED (failures=5, errors=26)
613 tests skipped
Missing feature 'strace' skipped 3 tests.
About of 10 tests failed because of locking problems.
3 of them is blackbox tests. I will try to fix blackbox tests
before 0.16 release.
