Is there any conceptual difference between 'bzr merge-directive' and
'bzr submit' ? Both seem to have (mostly) the same functionality,
One difference I could see is that 'submit' is aimed at sending
revisions for (human) review, while 'merge-directive' is more aimed at
sending revisions at machines (pqms, etc). Is that right?
The latter would also imply that "bzr merge-directive" would be able to
eventually replace the pqm-submit plugin or that the pqm-submit plugin
would at least hook into merge-directive.
