Hey Ian,
The Table of Contents there looks really well-structured and seems to
have most bases covered.
One thing that seems to be missing is a section describing how to
submit a change once you've made one.
Also, if this replaces HACKING, then there should be big flashing
lights around its URL in README. One of the nice things about a
HACKING file is that it stares you in the face after you've downloaded
the source. And in my experience, downloading source is one of the
first things I do when I want to hack on a project.
