[MERGE] cat-revision REVISION_ID doesn't emit deprecation warning

This patch fixes cat-revision, which is currently issuing a deprecation
warning if you specify a revision-id at the commandline.

This patch silences the warning by utf8-encoding user-supplied revision-ids.
