fyi: bazaar mailserver delays

There may be some delays on mail to the bazaar list, from bugs or from
pqm.  I think everything is unspooled and flowing again.

Yes, we've been having horrific problems with the mailman archiver
choking on all the launchpad bug traffic.  We've disabled archiving of
launchpad bug lists as an emergency measure and are both actively
clearing out the backlog and working to ensure such breakages both don't
happen in the future but are also spotted earlier.  Apologies for any
inconvenience caused.
