[MERGE] Trivial Makefile fix

Robert Collins, and lo! it spake thus:

Well, that's another option, but considering that we 'python setup.py'
every other invocation of it in the Makefile, it should probably be
consistentalized[0] there anyway, whether we re-+x or no.  So I went
for the minimum.


[0] It is so a word.  I said so.  Order in Council, this date, et
    cetera et cetera...
