Tags and bound branches

Hey folks,

I was just checking out dirstate-tags with Chris Armstrong, and
discussing it online with John A. Meinel.

Basically, we've just upgraded our branch formats to dirstate-tags,
and noticed that tags don't work at all with bound branches.  We've
reported several issues around these lines, which should probably
be taken care of before 0.15 is out ("bzr checkout" won't even
work if there's a tag in the master repository).

Here is a list of the reported bugs so far:

#93854 - "bzr checkout" doesn't honor original branch format
#93860 - bzr tag on bound branch should push tags to master branch
#93856 - "bzr update" won't fetch tags
#93853 - Tag command breaks badly with empty repository
