0.15rc2 this afternoon

We have several substantial fixes since rc1, including some like the
symlink commit fix that may impede people effectively testing it.  I
think we should put in abentley's change to formats, or an updated
version of it.  After that I propose to merge everything from dev to
the release branch and cut another rc.

This doesn't necessarily mean we can't do more change before 0.15
final, but enough has changed we should make another snapshot.
