[RFC] Fixing exclusive locking issues

The attached patch makes Linux OS locks properly mutually exclusive. (It
builds on my earlier lock improvements patch).
We can't merge it into core until all tests pass again. But I figured I
can post it here, so that if anyone wants to give me and Alexander some
help in getting the win32 test suite passing again, they can experience
all the failures that we are getting.
