Here new installer, you can try it. It's not the official 0.15,
but it's stable enough to work on windows:
http://bialix.com/bzr-setup-0.15-predirstate.exe
When installing without admin privileges, you need to select other
location for unpacking files
(because Windows prevent to install to Program Files for limited users).
