I agree, though I'd like to avoid anything that might need to be reverted.

It looks like most of the changes currently on dev would be suitable
for 0.15.  So for simplicity, let's keep bzr.dev to accepting only
bugfixes -- anyhow this may help keep us focussed on stabilizing.
