[MERGE] submit revision spec

For me, I typically pull from the parent and merge from the submit
location, so some way of accelerating that would be nice.

I can think of a few of going about this:

1. provide flags to change the branch used, e.g. "bzr pull --push-loc"
or "bzr merge --submit-loc"

2. provide an alias system that uses system-automatic aliases.  Perhaps
we could handle these at the URL layer, so "bzr pull alias:push" or "bzr
pull :push".

3. provide an alias system that uses user-created aliases.  So
"bzr pull alias:bzr.dev" or "bzr pull :bzr.dev".
