I have a licensed copy of Visual Studio, and as I understand it, you get
a license to redistribute it from there.

According to pages like this:
http://www.tgs.com/support/oiv_doc/Info/Redistribution/text.htm

You can get the dlls if you install Visual Studio .NET 2003. Though
IIRC, that is a pretty huge install just to get a couple runtime dlls.
Another alternative is IE 7, but again that is a rather large dependency
to get 1 dll.

This page from Microsoft tells you that you will need to redistribute
the DLLs, but I don't see i
http://msdn2.microsoft.com/en-us/library/aa984696(VS.71).aspx

I tried to track through those pages, but I didn't see any places that
say whether you are allowed / not allowed, just that "you must
distribute them for the software to work".

I do know that VS7.1 came with some MSI packages for these extra dlls.
But they were designed as "If you use the MS Installer, you can include
this .msi file, and it will also distribute the dlls". It wasn't like it
was a standalone installer, you only would get them if you used MSI to
install your program.

I can post them somewhere, but I don't really want to have people
downloading them from my website (too much load).

Thoughts?

I would be perfectly happy to upload them somewhere, along with a
signature and MD5/SHA1 sums to verify that they are valid. We could put
them in http://bazaar-vcs.org/releases/win32
Or maybe win32/dependencies.
