[merge][0.15] compatibility with vsftpd

It seems that vsftpd gives a different error string than we expect when
we try to create a file in a directory that doesn't exist yet.

The attached patch just adds its error message to the list of checked
errors, which in turn allows 'bzr push ftp://foo' to work against this
server.

This was actually done by Arnaud Fontaine, I just worked with him on IRC.

PS> This is small enough that it seems like it could sneak in for 0.15,
