report: bzr 0.15rc1 selftest results on win32

0.15rc1 introduce some win32-specific issue. But in compare with pre-dirstate bzr.dev this problems
belong to 3 major categories: LockError, bad(?) executable bit support, symlinks in tests (the
latter simply should be skipped).
Here the numbers. My system is Python 2.5 @ Windows XP Home.
0.15rc1:

Ran 5573 tests in 815.328s
FAILED (failures=54, errors=106)
521 tests skipped
bzr.dev before dirstate:
========================
Ran 4914 tests in 781.156s
FAILED (failures=31, errors=28)
493 tests skipped
Gzipped log of 0.15 selftesting is attached.
stderr is full of warnings like this:

I'm sure it's the side effect of LockError.
If someone has: 'aha, I know how to fix LockError in 2 seconds'
then please fix this yourself and send me the patch/bundle/url-to-branch.
I'll start to working on fixing 0.15rc1 problems 1-2 hours later (~2200-2300 UTC).
I'll also setup my own dedicated branch later.
