Dirstate state - calling all early adopters

The dirstate branch now has all its tests passing, and Martin and I plan
to do code review and merge it tomorrow first thing. The format markers
have all been updated, so early experimenters and dogfooders will need
to hand adjust them - sorry, but it makes the life of other users much
easier when they have to update their bzr version.

This branch is a pretty major landing - it:
 * enables nested-by-value trees
 * enables nested-by-reference trees
 * enables tags
 * doubles the speed of bzr for many working tree operations

This is a general call for code review and or dogfooding. At this point
any breakage will be considered supported by me: I'll not break the
format or expect manual surgery from here on in.
