[MERGE] Support bzr cat http://... without working tree

This is a fairly un-uncommon issue in a number of places, annoyingly.
A quick flip around shows up the following commands which really
should work without a working tree, but don't.

bzr check   (bugs 64783, 87953)
bzr diff    (bug 6700)
bzr annotate
bzr revision-info    (note: 'revno' works fine)
bzr testament

I'm sure I've missed some...
