Can't add a tag

Hi,

I tried to use the tag command on bzr.dev. When I try to tag a revision
I get this message:

bzr: ERROR: Tags not supported by BzrBranch5('file:///path/to/branch');
you may be able to use bzr upgrade.

When I do a bzr upgrade I get this:

bzr: ERROR: The branch format Bazaar-NG meta directory, format 1 is
already at the most recent format.

What do I need to do in order to make my branch tag aware? I tried
branching it into a new directory outside of the repository hoping that
would give me the new format but that didn't work either.
