I think Matthew did a nice thorough review. But I wanted to comment that 
BRANCH.TODO still has a lot of text in it, which is supposed to be 
removed before merging to bzr.dev.

I think "bzr tag -rX foo" should fail if 'foo' exists. Since tags are 
not versioned, there is no way to go back to the original value, so you 
really should have a --force / --overwrite to force an update.
