This patch partially solve problem reported in bug #82086.

Probably we need to discuss more about accepted file name and
environment variable, but at least this implementation is consistent
with curl command line tool. In next releases we could rework this
implementation to provide more universal method, to be usable
and in urllib transport too.

I'd like to get this patch merged in 0.15, so I can packing CA bundle
for PyCurl in standalone windows installer. Otherwise access to
https://launchpad.net is blocked for windows users. (User can get
such access only via explicit https+urllib:// transport declaration,
because urllib transport don't check certificate).
